What is "Normal" anyway?

Quite often when IT administrators are asked what they want to know about their environment and their workloads you'll hear: "Please alert me when it is not normal and don't bug me when it is OK". But what does it mean that your environment is "normal"? Utilization is below a threshold? Application users not complaining?
